I vote divine shrimp. The shrimp gods are woefully under-represented in the comic book medium.

The whole idea that his 'belief' in his abililty to succeed (as I understand your character) or emotional state sounds very much like a chemically induced reaction.
Addiction, gambling in this case, is attributed to the physiological workings of the brain, particularly in the pituitary gland and hypothalamus, and the biochemical endorphin. If gambling increases your endorphine output and, thusly, your feeling of well-being, your power increases. If you start withdrawal due to a lack of gambling, your power deminishes.
This might, then, help point to the source, though you probably already have that figured out.

I have a high level idea of how I want the Probability Alteration and Super Speed to coexist, but I haven't explicitly decided on how his ability to alter probability waivers with his belief, or "well being", with the situation. Nah, see that's where the divine intervention comes in. The shrimp are devoted followers of Jesus following their terrible, nightmarish, experience in the bio-engineering labs of the shrimp concentration camps. Having recently escaped, they saw a young man clearly in danger of drowning so they decided it was their duty as Christians to bite him and bestow upon him their shrimp DNA which would then infuse with his own granting him the powers necessary to extricate himself from the situation.
Good lord I rule at writing backstories!
