Hey does equipment stack with eachother? Like if i had a Undercover Vest(+3) and a Leather Jacket(+1) would that stack to a (+4) If you wanted to achieve the RP affect of looking like you have a undercover vest and a leather jacket on while getting the bonus of +4 to toughness, you would need to use points for the device power. Assuming you want the the toughness innate, it would cost 4pp. Using the 5pp given to make the device, 4pp towards protection and 1pp towards making it innate. You could than describe the device as something that looks like a undercover vest and leather jacket combined.

I thought all devices were Innate by default? Eh wasn't so much RP as just wanting a higher bonus through cloths.

Yea, it wouldn't make sense if clothes could simply put you on a toughness level of the Thing or Colossus. You either can take what you get with clothing or take a power to improve toughness or get ridiculous levels of Constitution.

I thought all devices were Innate by default? Eh wasn't so much RP as just wanting a higher bonus through cloths. The duration for Device says Permanent (Innate). In other words, the trait that determines the existence of the object (the duration) is Innate. What that notation is supposed to tell us is that if nullified, the object will not disappear out of existence. It would be odd for a battlesuit, for instance, to disappear when it is hit by an EMP (a technology descriptor Nullify effect). The powers themselves are not Innate unless someone pays for them to be. Based on GM ruling and common sense, certain traits of a Device might remain - a nullified magical sword can still act as a normal sword. Does that make sense?

I thought all devices were Innate by default? Eh wasn't so much RP as just wanting a higher bonus through cloths. You could always get a masterwork Undercover Vest (+4 Toughness; PF: Subtle) [5ep/1pp] You don't necessarily have to buy Innate for it because it's unlikely that people will try to nullify it. With the exception of the 3/rank tier of Nullify, the power is limited by types of powers. It's highly unlikely that someone will try to target that descriptor specifically (which I guess would be "kinetic"). Of course, in more realistic campaigns, such as Iron Age games, the GM can force the players to buy all Equipment to be Innate as well. The real danger with equipment comes from powers like Corrosion or Disintegrate. It the GM wants, he can have them instantly fail any saves against powers like that. Likewise, he can take them away as a GM Fiat "with impunity," as the book puts it. Purchasing Devices is often a good idea for essential gear such as armor.

Alright if there are no other issues with the character from a rules standpoint, it looks fine.
Just know that A) Don't try to abuse the wealth. If things start to get silly don't be surprised if Mastermind finds a way to freeze your assets. Also B) A girlfriend? Really? Oh this is gonna be fun. I think I have the stats for a vampire somewhere...

Vampire? cool just remember what I said would have happened last time. Its RP its not fun unless my character has ties into the world and relationships? if he didnt I dont see what keeps me careing that he lives

Money guarantees demand not supply.
And if you think having a vampire girlfriend removes ties to the world then you aren't using your imagination. Honor. Love. Vengeance even. These things transcend.
