The story I'll probably roll with this guy is a high schooler misfit who was bullied most of his life. All of the taunting and the teasing cause him to be withdrawn from any kind of social life. He never expressed how he felt and just internalized everything. Then over the years, all that internalization manifested into an astral form and ultimately into telepathic powers. He uses his astral form in a very unique way, he manifests it in the physical realm, coalescing over his body. His astral form has immense strength (probably the strongest thing on the planet), 10 limbs, high toughness, and can grow to awesome sizes. Not to mention he has all the powers expected of a telepath.
Due to the grandeur nature of his powers, he'll get noticed by the Clairemont Academy (M&M equivalent to the Xavier Institute) and get trained in using his talents. Then in time he'll graduate to the Freedom League as his powers are awesome enough to aid the big leaguers.
(Here's how I imagine the Astral form over him, but with 10 limbs - forgive the use of the Naruto reference... but it's the closest thing I can find of my envisioning of the astral form)

Ok, the idea behind this guy is simple. Probably the strongest thing on the planet and a telepath to boot. I originally wanted to go with the Growth power with this guy, but Growth 20 turned out to be a 60pp power sink and just screamed to turn it into an array. So, instead of having like six 60pp powers thanks to the alternate power feats, I strayed away from that build and decided to go with elongation instead. So, when I elongate, it's actually my guy growing to awesome level sizes... like godzilla awesome.
Also, his strength comes from his Telepathic abilities. The idea I'm trying to roll with here is that he manifests his astral form in the physical realm; hence the container "Astral Manifestation". This astral manifestation turns him into a juggernaught. The astral form encompasses his body, coalescing over it. It provides him immense Strength, Toughness, and Defense. His astral form has additional limbs and his Super Strength is limited to those limbs. Also, when he elongates, his physical body doesn't do the growing; his astral form does. So when he gets to awesome level sizes, imagine this massive being of psychic energy walking around with the hero somewhere in the middle of it.
Now, since he must maintain his astral form in the physical realm, all of the powers in the container are sustained duration. So, if he ever gets stunned or goes unconscious, all those powers shut off... which could be bad if he's hundreds of feet in the air. Unless of course I make the Concentration check.
He can also use his astral form in the traditional way of extending his senses outside of his body. He can travel anywhere on the continent he is currently on with it. Also, just like he can physically manifest his astral form in the world, when he decides to roam the Astral Plane, he can take his physically body there too. Hence Astral Form + Dimensional Travel (Astral Plane). The Teleport comes into play as when he ends his Astral Form, he can cause his body to appear where his astral form is currently at. Normally, you have to snap back to where you began the use of your astral form. Also, while in his astral form, he can move (Search) at very, very quick speeds.
His mental array is pretty self explanatory. Mental blast is a perception attack, requiring no attack roll cause it directly attacks the mind. Nothing special about the mind control. I can make illusions that only affect human minds and I can determine who sees them and who doesn't. Emotion control is very similar to Gemini from the Zodiac. The Telepathy + Comprehend is standard telepath stuff, being able to send thoughts and read minds. The mind's eye power is a little unique, he is spatially aware of his surrounds through a mental sense (just think daredevil blindsight). Furthermore, the Detect [Hidden] allows his mind to pick up on hidden compartments and such as if they where clear as day. Mental Awareness is also stock telepath stuff.
I should mention his Elongation + Split Attack + Improved Grapple stunt. He will use a split attack to hit multiple enemies at once. Since he has improved grapple, he can use the attack roll for the hit as the attack roll to initiate the grapple. So he will try to grab as many enemies as he can. Now, being grapple doesn't prevent them from attacking or using powers, it just renders them immobile and we do grapple checks every round.
Oh yea, and this guy is STRONG. Instead of trying to break the grapple I would suggest trying to stun him instead so his powers will drop.
I should also note he can use his powers of Mind Control, Emotion Control, Illusion, Telepathy, and Mind's eye from his Astral Form on people in the physical plane. I can in no way damage them from this form, though. When he's in his astral form, he can be targeted by sensory effects (other mental sensory powers, dazzle, etc) and things that affect incorporeal.
Well, this is the gist of the hero. I may tweak him around a bit and give him the Immovable power or something, but the idea will more or less be the same.
