David, I looked into the EPG and it states that membership in each house is hereditary and then specifies that each bloodline is associated with a specific mark. This suggests that a lack of a mark doesn't exclude one who is of the bloodline.
I'm fairly certain that membership in the house doesn't rely on the manifestation of a mark so much as being part of the bloodline and that are those in the bloodline that never develop a mark.
As far as Aria's concerned, I intended her motivation for redeeming House Lyrandar to not simply be about loyalty but also love for a family. The sigil on her shield isn't just a badge but also a display of identity.
Is this something you would be able to work with?

Lyrander is a special case at this point. Everyone who had the Mark of Storm is now Genasi. Everyone who _could_ have the Mark, including outer families, now has it.
