Regent: Jack (sometimes The Jack)- Level 8 Human Bard Ruling Style: 50% Guild, 100% Trade Route
Lieutenant: Trey- Level 12 Eladrin Ranger/Blade of Cendriane
Deputy: Deuce- Level 10 Tinker Gnome Artificer
Home base: Alltrades Bar & Grill, located in the Faerie Market
Description:
The regulars at Alltrades are a rowdy and confusing bunch. Aside from the bartender, Jack, most of the clientele are veterans of the wars of Desolation and Independence. You'd never know it by looking at him, but that curmudgeonly gnome in the corner booth had five dragons painted onto the side of his fighter plane by the war's end.
That still doesn't explain why the Eladrin hangs around there. The High Elves and their ilk stayed out of the wars. It also doesn't explain how they've managed to created one of the strongest delivery networks in town.
On the other hand, how else would a bar stay open during wartime?

Regent- Dubious Frint, Level 12 Hobgoblin Rogue/Guildmaster Thief Ruling Style: 50% Guild, 50% Law
Lieutenant- Skalia Travens, Level 8 Human Fighter
Deputy- Bors Varshield, Level 10 Tiefling Warlord
Home Base: Downside
For all intents and purposes, the Serpents run Downside these days. It doesn't matter who the nominal "mayor" is at the moment. He's either a puppet or ignored, and will probably be replaced in a couple months anyway. The meteoric rise of the Serpents and their recent triumphs over rival street gangs has some speculating that there must be a Masked Lord somewhere high in their ranks. It also has the merchant houses of Tower Bridge worried over possible expansion.
A thin ruse once held that the Serpents were headed up by Skalia Travens, a woman born and tempered on the streets of Downside. However, it has recently become wide knowledge that despite the pretense, the de facto head of the Serpents is a foppish man with goblinoid features by the name of Dubious Frint. Dubious was the name his father gave him, since his mother and father were both half-elves of noble standing. He wears it proudly, and presents himself as one helping Downside out of a sense of noblesse oblige.
This bearing belies the ruthless and savage cunning that lead to his rise.
