Basically the only restrictions are:
Not Available: Orc Gnoll Bullywug Shardmind Genasi Kenku
Special permission required: Changelings Kalashtar Vryloka Revenants Shades
Also, note that culturally and genetically speaking Tieflings are a type of Dwarf, Small races are all Gnomes, Bugbears are a type of Goliath, and lots of things (including Dragonborn and all medium fey races) are Human.

Questions: - Ley Lines don't generate Regency, but do Sources? Do Sources generate Gold Bars? There is nothing listed in "Collecting Regency" and "Collecting Income", respectively. - What determines the "court modifier" for Diplomacy? - What mechanical purpose does an alliance created through Diplomacy serve?
Things that have no explanation: - What is "terrain movement"? - What does Battle involve? - What are "units" and how are they acquired/used?

Sources generate Regency, but not Gold Bars (unless your regent is Primal, in which case they treat sources as Temples for all purposes).
Court Modifier is determined by how much you spend each round being fancy. (I think I missed putting that in. Thanks for catching it.) No cost for minimal court (-4 Diplomacy), 2GB/turn for quaint court (-1 Diplomacy), 4GB/turn for an opulent court. You can lower costs in the long run by building a Palace, which gives +2GB to your court per level, and only costs 1GB per level to maintain (Though there is an up front cost.) I've modified some of these numbers on the fly to make the economics make sense.
Alliances created through diplomacy can allow you to move troops through someone's territory, guarantee trade routes, or have backup when war is declared. In extreme cases, you might be able to get another regent to swear fealty to you, adding their faction's might to your own.
Battle and units are next on my list of things that need to be converted.
Basically:
Terrain movement just means moving between Districts (formerly Sectors). Units are able to move a certain distance, and the terrain in a District without roads can affect how quickly units can cross it.
Units are military or paramilitary forces present in a district. You can Muster (create) them as a free Action by paying gold, and must support them each turn with Gold or regency or they disband. They will have a certain distance they are able to travel each Character Turn. If hostile units are present in the same district at the end of any of the three sets of Character turns in a City Round, they will enter Battle. I don't want to get too specific on Battle right now, because I'm still working on that part of the conversion.

When a Regent is out on adventure, they cannot spend RP during the following Realm rounds. Does this prevent a Faction from performing actions where using RP is only optionally necessary in the Action Cost?

No. Regents are only limited in their ability to use RP to _support_ the action (representing them giving the effort personal attention). Base cost RP may be paid by any member of the faction. This is true for any action, as the faction members are acting on behalf of the regent.
Furthermore, I'm going to say that a character undertaking an action can spend RP up to twice their own Overt Clout score in support of it when the Regent is away. (Regents don't support Covert Actions directly.)
The Regent Away penalty is mainly meant to be a defensive disadvantage.

That is correct, as currently formulated. We may need to feel it out a little to see if other characters should be able to oppose. I'd rather keep it simpler, though.
Edit: When the Regent is home, any amount of RP may be spent on the player's own Overt actions.

David, do you have any objection to us discussing our character builds? Seeing as we all have 3 main characters that we might bring on any given adventure, it would be nice if we didn't leave to fate party combinations that are destined to fail.

Go right ahead and discuss builds, but if you have characters that work particularly well together I'd like there to be a story reason why. Go ahead and describe some personal relationships as well. Forge alliances. Build intrigue. Don't reveal your Masked Lord.
