The Houses and powers that come to Barovia seeking audience and trade exchange are detailed below. The Dragon Marked houses rule the kingdom of Khorvaire.

The Powers of other nations are potentially more powerful individually than the Houses, but most of the Dragon marked houses work together and have some alliance keeping them stronger than any one nation.

Each Power will make an offer and a demand.

The Council of Barovia may accept, make a counter offer or refuse.

The city of Stormreach, The Storm Lords(aka the Coin Lords)
Offer:
1. Use of roads that lead from Barovia through the wilds directly to Stormreach for any purpose other than War. These roads are patrolled and kept safe from monstrous incursions and Bandit activities.

2. Half price on berthing fee's in the Harbor for ships flying Barovian flag.

3. Letter of safe passage through Stormreach shipping lanes through to Khorvaire for Barovian Trading vessels. Sahuagin and certain Pirates have a contract with Stormreach to leave certain areas and lanes off limits to their predations.

4. Neighboring Realm Alliance. In times of conflict troops and aid may be requested by either party for safety and defense of each other, such request is at a reduced rate of the normal price in times of peace. Such requests shall be bargained for and repaid after conflict has been resolved with respect to allowing the fee's to be paid over a longer than normal period if need be.

The Dragonmarked Houses.

They all have something to offer, their House speciality and request 10% of Shard Harvesting.

The shards that cover Barovia are harvestable. Astronomers have predicted that there should be a Shardstorm once a year around this time, the bulk of the harvest being in the first year and slowly depleting every year until there will be little to no harvestable value after 10 years.

House Cannith - (Stormreach branch) Artifacts, Archaeology, Warforged interests...(Warforged creation was banned/stopped.. in Khorvaire at end of Last War).

House Deneith - Bodyguards, Elite security/Soldiery.

House Ghallanda - Inns & Hoteliers.

House Jorasco - Healers: Clerics mostly.

House Kundarak - Warding & Banking.(Main banking organization of Eberron)

House Lyrandar - Air & Sea Travel, Weather control.

House Medani - Inquisitors.

House Orien - Transportaion: Teleporters from Stormreach to Khorvaire(possibly Barovia) Lightning Rail transportation across Khorvaire.

House Phiarlan - Entertainment

House Sivis - Communications: Messagers(mail)

House Tharashk - Finding: Bounty Hunters, Inquisitives & Prospectors.

House Thuranni - Information: Spying (Assassinations). If you want to know something, really badly, this House can usually get the info and do the dirty work for you.

All the above ask for Shard Harvesting contracts of 10%.


The only House that does not ask for shard contract is the one below.
House Vidalis - Animal Husbandry...(Druidic Leader, very small enclave outside Stormreach, Rangers and animal breeders mostly.
They only ask for hunting rights within Barovia and offer Animal breeding and training of any of the species they have in their stables at a very reasonable price.


The Church of the Silver Flame sends a new Priest to replace the deceased father Danovich. (Graaktor may accpet or reject them...)

The Emerald Claw (a well known 'outlawed' (in Khorvaire)Mercenary Organization...) request to set up office in the town of Barovia, this is because Barovia is now the most forward settlement in the continent of Xen'drik, Stormreach being the other. These guys are former Soldiers who are pretty bad ass and do anything to fulfill a contract.

The Sovereign Host offer to set up a shrine or take over the post Danovich held, they are goodly priests who are less zealous than the Silver Flame who are more crusader-like.

(You may confer with your councillors, (the DM) and decide the best way to deal with each rep and offer, the Vistani have the best knowledge of the outside world and the Houses and Powers that be, but so do some of the pc's present in the party, Finnegan for one is a member of one of the Houses).

At the meeting this is decided the table is open for discussion. Any concerns, questions, proposals that any council member may wish to make may be made. Furthermore the rest of the party involved with Strahd's death may weigh in their opinions and advice. All houses not mentioned above are rejected unless a council member or one of the party members provides a convincing argument to strike a deal.
