There are a substantial number of super-powered individuals, but not enough for them to be everywhere.
Truly super-powered individuals (i.e. Homo superior) have recently emerged. Mankind has not taken an adverse reaction to "Mutants" as it is so commonly portrayed in comics, ala X-men. The world has embraced that it is on the dawn of the next stage in human evolution. The adjustment in public opinion to the acceptance of Homo-superior occurs sometime in the 1950s. Homo-superior are subject to the same laws as Homo-sapiens.
Some Homo-superiors may use their talents to protect society by joining the police force or military, while other may just want to live a quite life. There is also the occasional super-powered crime. Humanity is still the same, regardless if a select few have super-powers.
However, there may be those with powers acquired from other means: scientific experiment gone awry, employing technical gadgetry, channeling into the mystal arts, a natural being from another planet or plane of existence. Only those born with powers are considered Homo-superior.

The world setting is similar to that of current day, with the exception of Homo-Superior and the acceptance of them. Alien beings and trans-dimensional entities have yet to be encountered. They do exist in the setting, but to this point have been clandestine, esoteric, or written off as legend, myth, and folklore. Magic, while clandestine, has been revealed to the public but they have written it off as abilities of Homo-superiors. So the general public has seen magic but don't know that they have.

While there are Homo-superiors in the world, none have taken the initiative to don a mask and dish out vigilante justice. Neither has a team of Homo-superiors been established. All efforts thus far of protecting the citizens has been through the avenues of existing law enforcement agencies and military branches.
This part of the world setting is partly up to you guys. If your backstory has you donning a mask and leaping from rooftop to rooftop fighting crime, then you will become the first Super-hero (or among the first depending on everyone's backstory). If several of you decide to don masks, then a Super-hero duo or team can be established amongst you all if you choose to do so.
So depending on your backstories, the world setting will have to respond to the emergence of the first Masked Heroes or not.

So in other words it's kind of like a fledgling DC universe. Marvel the world hates and fears most supers. In DC it's mostly the opposite the world over. Rather than fear Earth's mightiest they revere them. My theory is because People in the DC world's first experience with a mega powered individual was Superman. In marvel the first was Magneto trying to set off nukes or the Hulk raging. Interesting the difference in first impressions. I bring it up because if no major super powered presence has yet to develop for good or for bad than popular opinion is at present quite difficult to accurately determine.
